Out-of-District Policy

Thank you for your unique role in leading members in ministry in this Conference. As we strive to support you, I am asking for your cooperation in the following areas.

Please report in advance

Report in advance to the Vice President of Administration's office when you plan to be out-of-district via email or (503) 850-3520.

This information will be recorded in a way we can access it at any time. Your monthly expense report will report the actual days taken. This applies to:

Regular vacation or other personal days
  • No Administrative Council (AdCo) approval is needed — just email or call us, (503) 850-3520, in Administration
Requests for your services from elsewhere
  • These need to be approved by AdCo
  • An email/letter from the group requesting your services should also be submitted in advance to AdCo for approval
  • The guideline is one Sabbath a quarter for this type of request, with a maximum of twice a year
Mission Trips
  • These need to be approved by AdCo for reasons that include your Adventist Risk Management needs
  • This needs to be processed well in advance and you are further urged to purchase additional insurance coverage to what is basically provided. Risk Management, can give you more details in this regard.
  • The guideline is for a maximum of one two-week trip per year as part of the mission of your congregation(s)

Professional Enrichment

Basic Reimbursement Guidelines

For approval, you will first need to fill out a Professional Enrichment Request to Attend/Purchase form (PDF) prior to attending an event or making a purchase for which you want reimbursement.***  Once you have attended the event or made the purchase, please fill out the Professional Enrichment Expense Report (PDF) and return it to the Ministerial department, along with your receipts.100% reimbursement—up to a *maximum of $500—based on:

  • Full registration/tuition fee
  • Travel: Use the least costly amount, either air fare or mileage driven. Most economical air fare or 44¢ per mile driven.
  • Lodging: 7 nights maximum
  • Per diem: Current rate is $56 for full day (2+ meals per day); $28 for 1⁄2 day (1 meal per day)

Approval for any event is based on available funds—first applications are considered first until funds are depleted.

A candidate will be given up to one week per year to attend classes. Any additional time must be taken as vacation time.

Procedures
  1. Pastor sends Professional Enrichment Request to Attend/Purchase form to the Ministerial director for approval.
  2. After pastor has attended/purchased, he/she submits the Professional Enrichment Expense Report (PDF), along with receipts, to the Ministerial director for reimbursement authorization.
  3. Unusual requests may be submitted to AdCo when needed.
Individuals who wish to begin a degree program may obtain a copy of the Guidelines for Advanced Study from the Ministerial office.  Permission to enroll in an advanced degree program must be obtained from the Administrative Council (AdCo) in advance of enrollment.

***No restrictions will be placed on what Professional Enrichment funds may be used for, provided it is "Approved" by the Ministerial director* as professionally benefitting/enriching to the pastor's ministry experience and effectiveness.  Professional Enrichment funds could be used to purchase technology (computers/tablets/smart phones), software, media, as well as for costs associated with attending seminars or taking online classes.

You also have the option of taking up to three (3) days for a personal (solo) spiritual prayer and study retreat. A $40 allowance may be used to assist you in meeting some of the costs you may incur. Application must be made in advance on the Professional Enrichment Request to Attend/Purchase form. Once your retreat is completed, please report it on the Professional Enrichment Expense Report as per instructions, sharing where you went and how the time away was spent. No reimbursement for mileage or per diem will be provided. Receipts for lodging should be submitted.

Master of Arts in Pastoral Ministry (MAPM)

The Master of Arts in Pastoral Ministry (MAPM) degree is specifically designed for experienced pastors whose ministerial functions and employment responsibilities make it impossible to engage in an extended study program at the Andrews University Theological Seminary.

Permission to enroll in an advanced degree program must be obtained from the Administrative Council (AdCo) in advance of enrollment.

Adventist Learning Community

For pastors, the Adventist Learning Community (ALC) will help foster excellence in ministry. Pastors will be able to search for courses that will strengthen their professional Core Competencies, and continue to unleash and develop professional talents for Christ. Pastors will be encouraged to self-report continuing education activities and take charge of their lifelong learning.

The ministry resource library is 100% uniquely Seventh-day Adventist, and focused on one goal, leading others to Christ. Resources will support pastoral professional growth, provide quality content for leading in ministry and help pastors empower their church members.

Click on “Courses” or “Resources” to choose from the menu of seminars offered by Adventist Learning Community.
Self Report Instructions

Click on the Dashboard link after signing in to the ALC website

In the left side menu, click on “Send CEU Request” (CEU = Continuing Education Unit)

Click on the dropdown arrow on “Activity Type”, then choose from one of the activities below:

  • Approved Event or Seminar (the Conference activities that we have added)
  • Independent Study (your own reading or study activity)
  • Other (an event or seminar that you attended)

If you choose “Approved Event or Seminar”, click on the dropdown arrow in the “Activity Title” box to see a list of all CEU eligible activities that the ministerial director has created.

If you choose “Independent Study” or “Other”, you will fill in the Activity Title and other pertinent info

  • FYI – 1 hour of study or seminar attendance = .1 CEU. You can calculate the CEU value accordingly

  • Sexual Ethics Booklet (PDF) — this provides guidelines on how to address the reality of trauma when denominational employees and volunteers engage in, or are accused of, sexual misconduct; as well as specific steps to follow toward an appropriate resolution.
